Coeur d’Alene, Idaho — March 8, 2022 — Today, Béla Kovacs, a life-long Republican, has announced his candidacy to run for election to the Office of Kootenai County Assessor.
By March 2022, Béla Kovacs has been a resident in Kootenai County for 24 consecutive years. With 20 years of administrative / leadership experience in local county government and with over 20 years of experience in both real estate and Fortune 100 corporate procurement experience, Béla has the knowledge and leadership experience to meet the demands of the Assessor’s Office. Béla is the current Kootenai County Assessor serving since he was unanimously appointed by the Board of Kootenai County Commissioners on May 20, 2020, to fill the vacancy of the late Rich Houser. Béla Kovacs supports the 2020 Idaho Republican Party Platform, It is what he refers to as “Idaho Values.” As the Assessor, he is committed to Idaho Values and to the people and freedoms that make Kootenai County a great and attractive place to live, work and play. Béla believes that what we have here in Kootenai County is the “gold standard” not only for Idaho, but for the Nation.
As Kootenai County’s elected Assessor, Béla Kovacs will continue working to ensure that property values are assessed fairly and at the lowest possible level permitted by statute. Béla said he will also advocate and testify for the passage of sensible laws and policies that are fair, balanced, that promote lean and efficient government to meet the needs of the community, and which avoid shifting the tax burden from one property classification type to others.
As the former Purchasing Director at Spokane County, Béla was responsible for all countywide procurements of approximately $80M to $120M, annually. He currently holds two certifications in procurement and contracting – the Certified Purchasing Manager (C.P.M.) through the Institute of Supply Management; and a Certified Public Procurement Officer (CPPO) through the National Institute of Governmental Purchasers. Béla has been a licensed real estate agent in the states of Colorado, Washington, and Idaho. With a Bachelor of Science degree in Economics from Arizona State University, Béla says that his combination of education and experience has suitably prepared him for the role of County Assessor because the appraisal and assessment of property borrows many concepts and market principles from economics, mathematics and statistics.
In his current role as Assessor, Béla worked with his management team to prepare a five-year operational plan for the Kootenai County Assessor’s Office that he recently submitted to the Idaho State Tax Commission as required by state law and it was also presented to the Kootenai County Board of County Commissioners. The five-year operational plan addresses the department’s staffing needs and the County’s integrated computer system for property valuation, assessment and property tax billing and collection that is utilized by the Assessor and Treasurer Offices. Béla says that he expects to have findings by the end of March 2022, that will identify necessary computer system modifications. He will then develop an overall strategic and performance management plan and hopes to obtain approval from the Board of County Commissioners to make needed computer system modifications and other departmental improvements to promote future productivity and operating efficiencies.
Béla knows the importance of bringing people together and building on their strengths, knowledge, and skills to ensure that they have the resources and tools they need to get the job done.
