Erin's Note: It has taken me a LONG time to finish this recap as you may have noticed. I kept going back to the absurdity of this meeting, how is was being run, the blatant disregard of IDGOP bylaws, Robert's Rules of Order procedure, and lack of decorum that I am praying to God there is a LARGE turnover during this upcoming PC election. That's all I will say about that.

Chairman’s Comments
Last meeting of this group. There will be a reorganization meeting on 5/28 at 6pm after the election.
Reporting requirements: sunshine reports only required for candidates for public office. 67-602. If you make any expenditures in promotion of other candidates over $100 you have to file independent expenditure report at the SOS.
Communications for political advertising has to have a Paid For By part at bottom if you make any advertising on behalf of other candidates, according to Idaho 67-6614a.
KCRCC bags are paid for by the KCRCC and if you are unable or unwilling to distribute as given then get someone else to do it.
Spoke about false accusations of campaign finance but didn’t give specifics
Spent the better part of 10 minutes trying to attack Erin Barnard and Stefanie Fetzer and protecting connection questions (without mentioning the names of the websites) between the self-professed Na*zi Dave Reilly’s podcast The Backlash, Dave Reilly’s business North Idaho Tallow, Secure Idaho, and Kootenai Freedom Caucus. Notice how none of these are supposedly connected to the KCRCC but the Chairman spent almost 10 minutes to speak on it and attacking Erin Barnard and Stefanie Fetzer.

Committee Reports
Legislative – Jamie Hass
Thank you for coming to town hall. Thank the team for putting on the town hall. Last month was the end of the legislative session. Good: multiple bills. Lottery tickets, sexual orientation, jury duty can now be poll workers, church disturbing the peace, state sovereignty jurisdiction, parental rights for secretive transition at school, no criminals profiting while incarcerated. Bad: programmable money, development impact feees, merit based healthcare, judges vacancies should be voted on, student athlete scholarships should go to Americans first, Article V, housing density laws. Ugly: immigration bills didn’t pass. Stayed in Jim Guthrie doors. Child custody laws and judges guardrails didn’t pass.
Campaign – David Stoltz
Stoltz is away at a funeral. No other person on the Campaign Committee apparently knows enough about what is going on to give the full committee a report. The only information that was given was by John Howard during the Treasurer’s Report: the Campaign Committee has spent $44,090.73 in the last month. No word on where that money was spent.

Communications Committee – David Stoltz
David Stoltz absent so Brent Regan speaks – not about anything the Communications has done but trying to defend former Chair Michael Angiletta who allegedly resigned from that position over a year ago during his campaign for NIC Trustee. No mention of what happened when Angiletta came back to that position after he lost his campaign. Timeline is unclear.
On Thursday, April 23rd Brent Regan makes the claim that Michael Angiletta resigned from his position over a year ago, but emails and communications to/from the Communications Committee say otherwise.
Brent’s list of current Communications Committee members: David Stoltz, Beverly Guenette, Jeremy Lokken, Brent Regan. No mention of Spencer Fansler being a current member, as per Spencer Fansler.
Brent’s list of former Communications Committee members: Summer Bushnell, Dan Bell, Michael Angiletta. No mention of Matt Blatt or Dave Reilly on that list.
Per Brent: social media is managed by using the OneUp app. Says there’s only 2 social media accounts linked: KCRCC X and KCRCC FB.
Screenshots have recently come out that Michael Angiletta is allegedly the admin for the KCRCC OneUp account and, according to these screenshots from April 2026, not only is the KCRCC accounts linked but also Secure Idaho and Kootenai Freedom Caucus accounts.
Secure Idaho is Michael Angiletta’s social media that was started during last General Election’s campaign against Prop 1: Ranked Choice Voting.
Kootenai Freedom Caucus is a new front to the Gem State Heist website, put together to promote KCRCC PCs for the upcoming election. Secure Idaho is the owner of the Kootenai Freedom Caucus URL.
According to IDGOP bylaws, central committees are prohibited from promoting anyone for PC elections as the PCs would essentially be promoting themselves with the help of central committee money. If these screenshots turn out to be correct, the KCRCC would be caught to be directly linked to promoting PC candidates using KCRCC money to promote Kootenai Freedom Caucus social media.
Nina Beesley asked for proof of what Brent was saying was correct, no proof given.
Discussion was cut short when Todd Banducci stood up to motion for the meeting to be adjourned before completing the agenda. Motion fails 42-17. Brent never finished the Communications Committee discussion, moved on to the next agenda item.

Legal Defense Fund Status – Brent Regan
The Legal Defense Fund is a separate fund from the KCRCC money, created in May 2023 to fight the threat of impending lawsuit brought forward by Regina McCrea and Judy Meyer against a couple of precinct committeeman during the Community Library Network Race. (Meyer and McCrea announced later that they were not going to pursue a lawsuit.)
The Legal Defense Fund was also used against sitting Precinct Committeeman Dan Gookin.
When Brent Regan first inquired to the Secretary of State’s office in 2023 about starting the Legal Defense Fund, he was told that because it was a separate fund the KCRC did not have to add those donations/expenses to the SOS Sunshine Reports like all the rest of the PAC’s funds. In that original exchange with the SOS office, Brent was informed that the money set aside in that fund cannot be used for anything other than legal fees for the KCRCC.
Now, after a complaint was lodged against the KCRCC regarding the Legal Defense Fund and its potential to be used to untracked, nefarious reasons, the Secretary of State has come back to Brent Regan and informed him that all funds donated to/paid from has to be tracked and all reports from 2023 until present need to be amended. Brent, of course, did not tell the entire committee about what the Secretary of State’s office is requiring him to do although there will be more on that in a later post.
Wants to donate funds to Kootenai Freedom Caucus PAC to be used solely for legal purposes although the Kootenai Freedom Caucus supposedly does not have any connection with the KCRCC. (the Kootenai Freedom Caucus PAC is not supposed to have any connection with the KCRCC as its sole purpose is to electioneer for KCRCC Brent-chosen PCs in their reelection campaigns. It is against the IGOP bylaws for a county committee to endorse their own reelection campaigns per IDGOP 2026 bylaws, Article IX, Section 1.

Dan Gookin makes motion to have it refunded to donors. Brent says that it would basically just go back to himself because “he donated most of it,” but then said that they don’t have records of who donated and what expenses were paid. (Isn’t that what the Treasurer’s for?)
Mark Stewart made an amendment to the motion, to give the funds to John Padula’s recovery program at The Altar.
Nina Beesley argues that the donors to the Legal Defense fund and were under the assumption that the funds would be used towards that, not transferred to an outside PAC for another group to use, and Nina argues that the money should be returned to its original donors.
Alter Church amended motion fails.
Returns to the original motion to give back to donors. That motion fails, 27-39.
Now there is a motion to donate to Kootenai Freedom Caucus.
Todd Tondee motions to postpone indefinitely as this is the last meeting before a new central committee election, 25-43 motion fails.
Back to the original motion to give funds to separate PAC, Kootenai Freedom Caucus. Josh Dahlstrom asks for roll call vote.
Donate to Kootenai Freedom Caucus on the condition of using those funds for litigation PASSES – 42-26. Brent does NOT take a roll call vote as requested.
Appeal the decision that Dahlstrom asked for a roll call vote. Seconded by multiple people
Roll call vote needs a majority vote 18-39 motion fails
Money, $17,418.95, was transferred to outside PAC, supposedly unaffiliated with the KCRCC to be used “for litigation.”
